Julmac Contracting Ltd. (JCL) is accusing the government of withholding millions of dollars owed to them due to an ongoing lawsuit alleging nepotism in the awarding of construction contracts. The company claims that out-of-province operators are unfairly subjected to higher project standards than local competitors.
